SUPERINTENDENT'S OFFICE

Saginaw Intermediate School District (ISD) is an educational service agency that provides effective and innovative leadership, services, resources, and programs throughout Saginaw County. Saginaw ISD provides career and technical education, early childhood, finance, human resources, instruction, pupil accounting, special education, technology, and transportation services. In addition, SISD operates multiple educational programs to meet the unique needs of students ages birth to 26 across Saginaw County, including: Hartley Outdoor Education Center, Head Start/Early Head Start and Great Start to Readiness Programs, Great Lakes Bay Early College, Saginaw County Juvenile Detention Center School, and Special Education Center Programs.

Saginaw ISD serves 12 local school districts, five public school academies, and 22 non-public schools, with a total enrollment of approximately 26,000 students. Public school districts supported include: Birch Run Area Schools, Bridgeport-Spaulding Community School District, Carrollton Public Schools, Chesaning Union Schools, Frankenmuth School District, Freeland Community School District, Hemlock Public School District, Merrill Community Schools, Saginaw Public School District, Saginaw Township Community Schools, St. Charles Community Schools, and Swan Valley School District.

COLLIER

SUPERINTENDENT JEFFREY COLLIER, Ed.D.

Dr. Jeffrey Collier is the Superintendent of Saginaw Intermediate School District. Dr. Collier is an ambassador for education and a champion of student-centric, experiential, and progressive learning cultures. With over 24 years of professional education experience, he has honed his leadership styles as an instructional leader and community-wide communicator with previous employment at Essexville-Hampton, Bay City, Tawas Area, and Au Gres-Sims School Districts. These diverse experiences have allowed him to fuel his growth as a leader while expanding his professional network across four counties in the Great Lakes Bay Region and throughout the State of Michigan.

Dr. Collier earned a Bachelor of Arts (B.A.) degree in History from Michigan State University and holds two Master of Arts degrees from Saginaw Valley State University; the first in Educational Leadership (M.Ed.) and the second as an Education Specialist (Ed.S.), and completed his Doctor of Education (Ed.D.) degree from Central Michigan University. Jeffrey maintains both secondary teacher and school administrator certifications. Dr. Collier is the Michigan School Public Relations Association's (MSPRA) 2021 Superintendent Communicator of the Year and was recently named the Michigan Association of Superintendents and Administrators (MASA) 2024 Superintendent of the Year.

As a status quo disruptor, Dr. Collier advocates thoughtful, innovative leadership designs that focus on breaking through barriers to build vibrant cultures of learning and service with positive deviance. He has fostered key academic partnerships with entities across the state and nationally to promote educational opportunities and services for all students.  Dr. Collier also serves on the Saginaw County Board of Public Health, is a member of the Board of Directors for the Saginaw Community Foundation, has been installed on SET SEG's Foundation Board of Governance, and is a member of both Saginaw Valley State University's External Advisory Board and Board of Fellows. 

Jeffrey is an avid outdoorsman and voracious reader, has a long history of involvement with community service organizations, and is dedicated to serve, innovate, and empower diverse constituencies. A proud husband of 21 years, Jeffrey is married to Yolanda, a Spanish teacher in Midland Public School District, and father to two children, Gianna and Gabriel.

SAWYER

DEPUTY SUPERINTENDENT OF OPERATIONS

SCOTT SAWYER, J.D.

Scott Sawyer is the Deputy Superintendent of Saginaw Intermediate School District. With 19 years of professional experience in education, Scott is a passionate advocate for service, educational leadership, and social equity.

Scott began his professional career as a Math Teacher at Chesaning Union Schools in 2003 and was promoted to Director of Finance in 2006. In 2010, he transitioned to Birch Run Area Schools to serve as their Business Manager. He joined Saginaw ISD in 2015 as Executive Director of Human Resources. In 2019, he took on the additional Executive Director of Finance role before being promoted to Deputy Superintendent. Outside his responsibilities with Saginaw ISD, Scott is a Partner Attorney for Dickinson Sawyer, PLC.

Mr. Sawyer holds a Bachelor of Arts degree from Alma College and a Juris Doctor degree from Western Michigan University Cooley Law School, as well as licensure with the Michigan State Bar Association and United States District Court Eastern District of Michigan. He also maintains certifications for secondary teaching, school administration, and Michigan School Business Officials. In 2021, Scott became a doctoral candidate in Western Michigan University’s Philosophy in Educational Leadership program. Scott was recognized as School Business Official of the Year for the State of Michigan in 2021.

Scott is a strong advocate for public education operations—specifically, finance and human resources. He regularly participates with county and state organizations—leading conversations, presentations, and publications in areas of school finance, labor relations, pandemic response, and law, including FOIA, FMLA, OMA, Title IX, and public employee social media/free speech. Mr. Sawyer directly mentors area school business and human resources officials and provides guidance to districts throughout Michigan.

In his spare time, he enjoys playing guitar in several bands, drawing artwork, and participating in many community service and social equity activities. Scott and his wife, Christine, happily share their home with a collection of cats they have rescued and adopted.

DEPUTY SUPERINTENDENT OF INSTRUCTIONAL PROGRAMS

ERIN SENKOWSKI, Ph.D.

Dr. Erin Senkowski serves as the Deputy Superintendent of Instructional Programs for the Saginaw Intermediate School District, a position she began in 2024. During her 20 years in education, she has served a variety of roles that support the advancement of students with exceptionalities across the educational setting.

Dr. Senkowski has spent her entire career serving students and families in the Great Lakes Bay Region. Prior to her work in Saginaw County, she served as a teacher for students with Autism and Emotional Impairments for the Midland County ESA. In 2005, she continued her teaching career with Saginaw Township Community Schools as a special education teacher for six years. She assumed her first leadership role in 2011 with the Saginaw ISD, where she served as the Special Education Supervisor assigned to the Freeland Community School District and Saginaw ISD Deaf and Hard of Hearing Program. In 2014, she was promoted to the Assistant Director of Special Education for the Saginaw ISD and then again promoted to the Executive Director of Special Education in August of 2016. She has also served as adjunct faculty at Central Michigan University in the Special Education Department.

Dr. Senkowski holds a Bachelor of Science in Education and a Master of Arts in Special Education from Central Michigan University, an Education Specialist Degree from Saginaw Valley State University, and a Ph.D. in Educational Leadership from Western Michigan University. She holds teaching certifications in K-12 Special Education, Elementary Education, and English. She also holds a school administrative certification and full approval as a Director of Special Education in the State of Michigan.

Dr. Senkowski’s focus on providing high-quality, equitable educational experiences for all students, especially children with disabilities, runs deep. She continually works to advocate for the needs of students with disabilities by promoting partnerships across the region and state. She is actively involved on various state and national level committees, currently serving as the co-chair of the Legislative Advocacy Committee for the Michigan Association of Administrators of Special Education (MAASE), where she works closely to provide input on pending legislation and policy impact on students and educators across the state. Locally, Dr. Senkowski serves on the Saginaw United Way Board of Directors. Dr. Senkowski was also recently honored with the Michigan Association of Administrators of Special Education’s (MAASE) Marvin Beekman Award in 2023, which further highlights the significant impact she has made on our district and special education as a whole.

Dr. Senkowski enjoys spending time with her family, traveling, and being outdoors. She and her husband Gary, who is also an educator, are the proud parents of three children: Owen, Adelyn, and Eli.
