Saginaw Intermediate School District (ISD) proudly welcomes Jamey Norman as the new Director of Special Education. Approved by the board at a special meeting on November 25, 2024, Ms. Norman officially began her role on January 6, 2025. With extensive experience in special education leadership, most recently as the Assistant Director of Special Education for Bay Arenac ISD, Ms. Norman brings a wealth of knowledge to her new position.
Superintendent Dr. Jeffrey Collier shared, “Jamey Norman’s experience and leadership will guide Saginaw ISD as we continue to lead forward, enhancing our tradition of excellence in delivering high-quality special education services. We are excited to see her innovation and expertise shape the future for the students and families of Saginaw County.”
Ms. Norman expressed her excitement for the new role, stating, “I am honored to join Saginaw ISD and help lead such a dedicated team in supporting students with diverse needs. Together, we will continue creating an inclusive and empowering environment where every student can succeed. I look forward to partnering with staff, families, and the community to ensure all students have access to the resources and opportunities they need to thrive.”
Building on Saginaw ISD's strong foundation of special education services, Ms. Norman’s expertise and collaborative approach will further enhance the programs offered to students and families. Executive Director of Special Education David Krantz explained, “Jamey Norman’s ability to connect with staff and families while maintaining a focus on high-quality education makes her a tremendous asset to our team. Her leadership will ensure that our students receive the resources and support they need to thrive.”

ABOUT JAMEY NORMAN
Jamey Norman is a passionate and experienced educational leader dedicated to advancing inclusive practices and positive outcomes for all students. Previously serving as the Assistant Director of Special Education at Bay-Arenac ISD, Ms. Norman oversaw the development and implementation of systems that ensure compliance with state and federal regulations, provided robust training for educators, and worked with teams to enhance the effectiveness of special education programs in those counties. Ms. Norman is committed to fostering equitable opportunities for student success.
A graduate of Saginaw Valley State University, Ms. Norman has an undergraduate and graduate degree in Special Education with an emphasis on serving students with emotional impairments and learning disabilities. Ms. Norman also received her Special Education Supervision endorsement, along with a K-12 Principalship certification, in 2017. Over the years, Ms. Norman has held various educational leadership roles, including Local District Special Education Supervisor and Center-Based Program Principal for diverse educational settings. These roles have assisted in building skills in data-driven decision-making, staff development, and strategic program improvements. Ms. Norman’s hands-on experience as a teacher and mentor has cultivated a deep understanding of classroom dynamics and the critical importance of collaboration.
Ms. Norman is also an active member of several professional organizations, including the Michigan Association of Administrators of Special Education (MAASE) and the Council of Administrators of Special Education (CASE), and the Council for Exceptional Children (CEC). She has contributed to the broader education field as a presenter at conferences such as the MiMTSS Conference and MAASE Summer Institute, and as a committee member for state initiatives that look to support special education staff and students across the state.
In her personal time, Ms. Norman loves spending time with her family. Jamey, her husband Nick, and their three children enjoy playing “tourist” in their hometown of Frankenmuth, camping, and hiking the beautiful state of Michigan.

Saginaw Intermediate School District (ISD) is an educational service agency that provides effective and innovative leadership, services, resources, and programs throughout Saginaw County. Saginaw ISD provides career and technical education, early childhood, finance, human resources, instruction, pupil accounting, special education, technology, and transportation services.
